I've uploaded a PDF document to a Facebook Group that I am a member of. I want to upload a newer version of the file without having the old one there. Can I do it without deleting the old one and posting a new message?

This seems a little counter-intuitive, but you can add a revision to the original post.
- Find the post where you added the file
- Click the Upload Revision button
- You'll get information on the file, including all revisions. Click the "Upload New Version" button
- Select your file and upload
If you need to get rid of a revision, follow the advice in this answer, except choose "Delete file revision" from the post menu.
Newer versions of Facebook have moved the link. Go to the Files
section of the group and click on the menu [three vertical dots] next to the file to find "upload revision".

Facebook does not provide a way to have groups that anyone can join instantly. Someone already in the group must add them, or they can request approval from a group admin.
The likely reason for not providing this is that it would attract spammers. Old-style open groups had spam problems and they did not even have the new group notification or chat options. Unlike posting to a page, all group members are now notified by default of any new post to a group, and also for groups with no more than 250 members it is possible to send chat messages to all members of the group including people who are not confirmed friends.
If you want anyone to be able to join and don't care about the notification or group chat features, then you may want to use a page rather than a group.

No, there is no way this can be done. You would have to re-upload the picture, or you can always make your own Facebook app via the API or an Internet-Bot to do this.
