Microsoft has identified the following workarounds to resolve this issue:

Workaround One: change operating systems region and regional format briefly to a different setting, then back to the original settings

1. Close all Excel windows.
2. Select the Windows button.
3. Choose Settings from the menu.
4. Open Time and Language (Time and Language settings may also be a separate selection in the Control Panel if your operating system is not Windows 10).
5. Choose Region
6. Change the Country or region drop-down to United States (remember the original setting so you can change back later).
7. Change the Current format drop-down to English (United States) (remember the original setting so you can change back later).

   NOTE: If your Windows does not have this session, you can go to Control Panel->Clock Language and Region->Region->Formats, and change it to English (United States).

8. Verify insert chart works.
9. After the steps above are completed, close Excel and change your regional settings back to you preferred settings and try creating your chart again.

Workaround part 2: install English language pack to your Office.

1. First, you must know if you have 32-bit office or 64-bit office.
   • Start Excel
   • Select File->Select Account
   • Choose About
   • In the displayed dialog box, there is a line that ends in either 32-bit or 64-bit. This is the information that will be used later.
   • Close the About dialog box.
2. Select File->Options
3. Choose Language
4. Select the hyperlink Get more display and Help languages from Office.com.
5. Scroll down on the site to step one and select English from the drop-down that says What language do you need?
6. Select the download link that matches your install for 32-bit or 64-bit and follow the instructions to install the language pack.
